What's in an ad
Your business name, logo, a headline, a short description, an image and a link to your landing page.
How you pay
By views (CPM), by clicks (CPC), or with conversion-optimised campaigns that are still charged per valid click. Ads compete in a relevance-weighted, second-price auction.
Suggested starting bid
OpenAI recommends a maximum of US$3–5 per click for click campaigns.
Daily budgets
Your daily budget is an average across seven days. One day can spend up to double it, and a week never more than seven times it. Minimums depend on your market and currency.
Reporting
Impressions, clicks, spend, click-through rate, average CPC and CPM, and conversions, using OpenAI's conversion tracking and UTM tags.

What decides which ad shows

OpenAI looks at what the conversation is about, your landing page, your headline and copy, and the context hints you add to each ad group. If a user has ad personalisation switched on, it can also use some signals from their wider ChatGPT use.

Context hints aren't keywords

You describe the topics and situations where your offer fits. They steer matching, but they aren't exact-match keywords and don't guarantee your ad shows in a particular chat.

What advertisers never see

People's conversations. OpenAI keeps chats private from advertisers and doesn't sell user data. Ads also aren't shown next to sensitive chats, such as personal or mental health conversations.

OpenAI is opening categories step by step. Here's where things stand under its Ad Policies (updated 10 September 2026). We'll confirm your category on the free call before you spend anything.

  • Consumer and household goods, retail and e-commerce
  • Local services such as cleaning, repairs, beauty and fitness (no medical claims)
  • Travel, hotels, entertainment and experiences
  • Education, courses and digital products
  • Finance tools that don't sell a financial product, like budgeting apps

US only for now

  • Healthcare services, approved case by case
  • Financial services such as loans, insurance and investing, approved case by case
  • Legal services, by licensed US lawyers

OpenAI says health and financial services ads outside the US are generally prohibited, and legal services ads are prohibited outside the US.

Not allowed

  • Alcohol, tobacco and vaping
  • Gambling and betting
  • Dating and adult content
  • Political and social-issue ads
  • Individual job or property listings

What you need before your first campaign

First campaigns usually get held up by the same few things. We take care of all of them.

  • An allowed category. Your product, ad and landing page all have to fit OpenAI's rules, from start to finish.
  • A verified business account. OpenAI checks that you're a real business before your ads run.
  • A landing page OpenAI can review. Pages its systems can't access, for example because of bot blocking, aren't allowed to run.
  • Conversion tracking. OpenAI's measurement set up on your site, so enquiries and sales are counted.
  • UTM tags. So ChatGPT visits show up separately in Google Analytics and your CRM.
  • Ad creative that fits. A clear headline, a short description, an image and your logo, with no claims you can't back up.
  • Context hints for each ad group. Grouped by what your customer is trying to get done.
  • A matching landing page. The same offer and wording as the ad, and a quick way to enquire or buy.
